Koy is a passionate and resourceful leader with 12 years of community engagement, communications and political experience. Since 2023, she has led a multidisciplinary team under the Listos California program at Cal OES which is responsible for reaching Californians with the highest social and health inequities through data driven, culturally rooted education. Previously, she has served in multiple roles in non-profit and local government. Koy is the daughter of Iu Mien refugees and the first Iu Mien Chief of staff in the nation.

Professionally trained with decades of experience and extensive knowledge of all aspects of media production. Working knowledge of digital media,technical film production and associated hardware and software. Excels in directing, editing and photography, with experience in all phases of media production. Adaptive and highly skilled, always striving to improve. Despite intense demand for perfection, the main motivation is the Japanese philosophy: Ikigai, or one’s purpose in life; embodying attributes in one’s duty reflecting to the self and the world.

Aurora brings program management and strategic support to her role at Sage Strategies. She serves as Program Manager for the API Legislative Caucus Institute, where she leads the design and execution of a leadership development program focused on strengthening the API pipeline. Her experience includes advising the Executive Director of Strong Reader Partnership and supporting partnerships for LISTOS CA. With a background in Organizational Communications, Aurora combines creativity and adaptability to drive meaningful impact for clients.

Austin is an Associate at Sage Strategies, where he supports statewide communications and disaster preparedness initiatives through his work in LISTOS CA. He helps coordinate events, draft press materials, and provide executive support. With prior experience within the state, Austin has a strong background in public outreach, legislative research, and government operations.

Jo’Ann Dela Cruz is Vice President at Sage Strategies with 10 years of experience in public policy, organizational development, and leading complex initiatives from concept to execution. She drives equity-focused, data-informed solutions for diverse communities and has managed statewide engagement efforts, public campaigns, and high-impact convenings. Jo’Ann previously worked at Richard Heath & Associates and the University of Southern California, where she built scalable systems and strategies that improved efficiency, informed policy, and strengthened community partnerships across California.

Deanna is an Associate at Sage Strategies, guided by a purpose-driven mindset and a passion for uplifting communities. With BA’s in communication and political science, she brings a blend of strategic thinking, relationship-building, and organizational strengths to her work. She thrives in collaborative environments and adapts quickly to shifting priorities. At Sage, she helps drive initiatives through communication, project management, and stakeholder engagement. Passionate about equity and public service, she focuses on fostering impact through people-centered work.

Shaf is a strategic problem-solver with experience in data analytics, project management, and public sector consulting. He translates complex data into clear insights through dashboards, mapping, and streamlined reporting. He has supported state agencies and community organizations, bringing a thoughtful, collaborative approach to each project. Passionate about using data to drive impact, Shaf helps teams make better decisions with clarity and precision. Outside of work, he enjoys traveling, playing sports, and spending time with his kids.

With more than 30 years of experience in social impact marketing, focusing on behavior change, crisis response, and brand strategy, Sandra has led major public health campaigns – including California’s COVID-19 safety and vaccine equity responses. She has held senior roles at top agencies and worked with organizations like Keck Medicine of USC, UCLA Health, City of Hope, and United Way. Outside of work, you can find Sandra fawning over each and every dog she meets.

Mina is a globally-minded professional with experience in nonprofits, government, and community-based work. She holds a BA in International Relations and Psychology and recently earned her MA in Political Science and Public Policy. As a 2023–24 Executive Fellow at the California Governor’s Office of Planning and Research, she supported statewide economic resilience initiatives. Outside of work, Mina enjoys running, rock climbing, and traveling – embracing opportunities to learn from diverse cultures and perspectives.

Tori is a seasoned Events Manager with a background in marketing, communications, and event production. With over 9 years of experience, she has managed all aspects of event planning, fostering collaboration, streamlining logistics, and ensuring seamless execution. She works closely with clients to develop initiatives that align with organizational goals and drive meaningful community engagement. At Sage Strategies, Tori brings creativity, a strategic mindset, and executional expertise to deliver purpose-driven events and initiatives.

Lisette is an experienced . She enjoys and values bringing creative organization, insights and productive gatherings to her team. Lisette's professional journey began more than 12 years ago in her family's food service enterprises - she helped run daily operations, which allowed her to develop the organizational skills to then serve as an Administrative Assistant at a law firm.  Before joining Sage, Lisette spent 7 years as the Administrative Assistant and meeting planner for a lobbying firm, handling various responsibilities including client relations, planning meetings with legislators and agency executives, and daily administrative support tasks. In her free time, Lisette enjoys spending time with her husband and daughter, trying new restaurants, and exploring the foothills where they live.

Ian spent four years studying Business Management Economics at the University of California Santa Cruz, focusing on accounting and finance. His work experience has expanded to both city and state levels of government, including City Manager’s projects for the City of Santa Cruz and the Permit Assistance Division at the Governor’s Office of Business and Economic Development (GoBiz). In his free time, Ian enjoys developing his artistic media skills. This growing list includes drawing, painting, screen printing, and music composition.

Victoria O’Sullivan is an Associate at Sage Strategies LLC, bringing a fresh, culturally diverse perspective and strong organizational skills from her background in office management. A former student-athlete and team captain, she excels in leadership, communication, and teamwork. At Sage, Victoria supports a range of strategic initiatives through partnership development, event coordination, and community engagement. Drawing from his experience in both agriculture and office work, Bayani brings a unique perspective to his work on LISTOS CA. As an Associate for Sage Strategies, he helps develop targeted emergency preparedness tactics by conducting research and assisting with project management for his team. Passionate about equity in public safety and preparedness, Bayani is dedicated to the mission of ensuring that all Californians have access to life-saving information, regardless of language or location.
